Plans submitted for Belfast mixed-use scheme including up to 600 build-to-rent homes

Plans have been submitted to develop a mixed-use scheme with up to 600 build-to-rent homes in Belfast.

Belfast Harbour has submitted a Proposal of Application Notice to Belfast City Council to develop Clarendon Wharf.

The multimillion-pound development will provide up to 600 homes and a range of commercial, leisure and community spaces.

The first phase will see the construction of around 450 one- and two-bedroom urban flats, including those for discounted market rent and with wheelchair access.

Asked to provide more detail on the tenures of the flats, a spokesperson for Belfast Harbour told Inside Housing: “Belfast Harbour has engaged positively during pre-application discussions with Belfast City Council, NIHE, registered housing associations and other key stakeholders to shape the successful delivery of the Clarendon Wharf mixed tenure neighbourhood.

“Phase 1 plans include proposals for build-to-rent, as well as both social rented and intermediate housing. The detail of the outline plans for the Phase 2 tenure mix will be worked through at a later stage.”

Belfast Harbour will target an all-electric development and comply with the BREEAM UK New Construction: Residential accreditation.

There will also be a central square and dock, greening and a network of new pedestrian and cycle routes linking Clarendon Wharf with the wider city and the Maritime Mile. Rain gardens and biodiversity-focused landscaping were also proposed.

The plans also include the revitalisation of listed buildings and the enhancement of historic assets. The historic dry docks, described as the “jewel” of the site, will be sensitively restored and reimagined to protect their heritage.

The development will be integrated with other recent developments in the City Quays area, including City Quays Gardens and City Quays 4, which has around 256 urban flats, as well as Sailortown at Pilot Street, which provides 69 social and affordable homes.

A pre-application community consultation period will be undertaken for a minimum of 12 weeks, including a public event and consultation website.

Through its Advance Regional Prosperity Strategy 2025-29, Belfast Harbour aims to build 325 new homes, and has started the process of building over 3,000 additional homes by 2029.

The Clarendon Wharf scheme is also a signature project within Belfast Harbour’s 2050 draft Masterplan for the Belfast Harbour Estate.

Kevin Ryan, director of development at Belfast Harbour, said: “Clarendon Wharf has been carefully designed by an international and local team of experts, who have undertaken research and engagement into successful neighbourhoods to balance the delivery of high-quality homes with the sensitive treatment of Belfast Harbour’s rich heritage assets.”
