Asset manager Royal London has submitted plans for 1,150 homes, including build-to-rent and affordable housing, on the site of a leisure park in Enfield, north London.
Royal London Asset Management Property has submitted a planning application to Enfield Council to redevelop Southbury Leisure Park, a brownfield site.
The application, brought forward with Neat Developments as development manager, proposes up to 1,150 homes, including 489 build-to-rent homes and affordable housing.
Inside Housing Living asked the developer for the exact number of affordable homes proposed.
It also proposes commercial and community space, a park, children’s play spaces, public squares and improved pedestrian and cycle connections linking Southbury Road, Enfield Playing Fields, Southbury Leisure Centre and Kingsmead Secondary School.
The development will incorporate on-site renewable energy, sustainable drainage and a provision for connection to Enfield’s Energetik district heat network. Urban greening and biodiversity enhancements will create over 100% biodiversity net gain.
Royal London said the proposals aligned with Enfield Council’s emerging local plan vision for Southbury as a placemaking area and respond to the borough’s housing supply challenges – as Enfield is currently unable to demonstrate a five-year housing land supply.
Should planning approval be secured, works are expected to start in 2028.

“The proposals will transform an under-used brownfield site into a vibrant, sustainable neighbourhood that benefits both existing and future residents of Enfield.”
Last week, developer Cullross Living was set to unveil plans for a build-to-rent scheme with 212 homes in Edinburgh. Plans are currently at an early stage, but the scheme will include a mix of affordable and private rental homes.
Also last week, developer Ballymore received planning approval for 1,685 homes on a brownfield site in Newham, east London. The developer received detailed planning permission for five development plots, ranging from four to 16 storeys. These buildings will include 774 homes, of which 173 will be for social rent, plus 359 co-living beds.
