A developer has submitted plans for a 50-storey build-to-rent (BTR) tower in Cardiff, which if approved would be the tallest building in Wales.

Reap 3, a subsidiary of specialist BTR developer Bluecastle Capital, has submitted plans to Cardiff Council for a 50-storey BTR tower located in the capital’s city centre.
The Central Square scheme would contain 528 BTR flats, a co-working space, gym, wellness area, café, bike hub and a roof terrace.
There would also be a separate two-storey building containing a restaurant with outdoor seating on a landscaped plaza.
A public consultation on the plans is currently open and a full planning application is set to be submitted next month.
Bluecastle’s plans would replace an existing consent for a 35-storey scheme for developer Rightacres, designed by Scott Brownrigg, which was set to become Wales’ tallest building.
However in its design documents, Bluecastle said its seeking to replace previous plans because of its “need to deliver [its] own BTR product, focused on marketing-leading amenity provision and generously sized apartments”.
The site, located next to the Principality Stadium in the Central Square regeneration area, was purchased by Bluecastle in 2024.
The company initially worked with Maccreanor Lavington on the first two pre-application presentations to Cardiff Council, before appointing 5plus to draw up the latest plans.
Earlier this week, giant commercial landlord Landsec received approval for 879 BTR homes in Manchester, with key workers to be given priority for the affordable homes.
In April, the Chartered Institute of Housing Cymru reported “widespread concern” from the Welsh housing workforce that the government will miss its affordable housing target of 20,000 new homes by the end of the Senedd term.
The latest Welsh government figures showed that 8,933 homes for social rent, intermediate rent and shared ownership have been delivered against the target so far.
